Each hex is a self-contained unit with 38 pods + commons. Add hexes at edges as population grows. Merge or repurpose hexes as community evolves.

When population exceeds 40 or waitlist > 10, add a new hex at any of 6 edges. Each new hex can connect its commons to the existing one.
