Hammond × Unilever × West Lake Corridor × SBDC × Purdue research path | May 26, 2026
South Shore Line says Monon Corridor passenger service on the West Lake Corridor opened on March 31, 2026, and Unilever operates the Hammond Dove Bar Soap Factory in Hammond. The pilot asks a simple business question: should small employers near rail and industrial activity measure a local exposure baseline before spending money on mitigation? If the corridor environment is measurable, then attendance, concentration, and workflow complaints can be discussed with data instead of guesswork.
WHO defines ELF electric and magnetic fields as non-ionizing exposures from electricity use, power lines, wiring, and appliances. In this deck, EMF refers to non-ionizing fields spanning both ELF sources (power lines, wiring, motors, appliances) and RF sources (Wi-Fi, Bluetooth). It does not include UV, X-rays, or other ionizing radiation. IARC classifies extremely low-frequency magnetic fields as Group 2B: possibly carcinogenic to humans. That is a cancer-risk signal, not proof of causation at any one site. WHO IARC
The systematic review Health effects from low-frequency noise and infrasound in the general population: Is it time to listen? found associations with annoyance, sleep-related problems, concentration difficulties and headache in some populations, but the evidence was heterogeneous. The double-blind randomized crossover study The Health Effects of 72 Hours of Simulated Wind Turbine Infrasound: A Double-Blind Randomized Crossover Study in Noise-Sensitive, Healthy Adults found no detectable adverse effects in noise-sensitive, healthy adults versus sham. Measure first; do not assume causation. Baliatsas et al. 2016 Marshall et al. 2023
NIH SEED’s SBIR/STTR program is built for small-business health R&D, and EDA’s Planning and Local Technical Assistance programs support economic development plans and feasibility studies. Those are the right federal homes if this baseline proves worth expanding. NIH SEED EDA Planning and Local Technical Assistance
The value proposition is operational: use a low-cost local baseline to decide whether mitigation, documentation, or a follow-on grant proposal is worth funding.
We are using a systems-analysis frame, not a wellness frame: measure exposure → capture worker-reported outcomes → compare across sites → decide whether follow-up study is justified.
The project label can stay, but the language should stay plain and business-facing.
| Signal | What it is | Why it matters |
|---|---|---|
| ELF magnetic fields | Non-ionizing fields from electricity, motors, power distribution | Useful as a baseline occupational exposure measure |
| Low-frequency noise / infrasound | Acoustic energy below or near the edge of hearing | Relevant as a site-specific acoustic exposure measure |
| Business outcomes | Anonymous fatigue, absence, and task-disruption indicators | Gives the SBDC a usable economic-development result |
Only the narrow claims below are being used:
| Source | What it supports |
|---|---|
| WHO / IARC | ELF magnetic fields are non-ionizing and are classified as possibly carcinogenic to humans (Group 2B). WHO · IARC |

We are not claiming the pilot proves disease causation, and we are not collapsing cancer-risk evidence into symptom claims. The science is narrower than the headlines.
That restraint makes the project easier to defend to Purdue, the SBDC, and any grant reviewer who expects clean labels and narrow claims.
Wi-Fi, Bluetooth, power lines, and rail electrification are non-ionizing exposures. UV, X-rays, and gamma radiation are different categories and must not be conflated.
Phase inversion stays labeled as a HYPOTHESIS to test. It is not being sold as a proven product or therapy.
Anything that sounds like spirituality, consciousness medicine, or wellness branding is out. The deck should stay on workforce exposure, operations, and fundable research.
The guardrails make the project legible to business, government, and academic audiences without overstating the science.
Protect Hammond’s small-business workforce from an understudied industrial exposure risk, use existing Purdue research infrastructure in Northwest Indiana, and return an economic-development result the district can understand.
“We will measure ELF magnetic fields and low-frequency noise at a small set of Hammond businesses, compare them with anonymous worker-reported fatigue and absence patterns, and decide whether a larger Purdue-backed study is justified.”
NIH SEED SBIR/STTR — health-focused R&D (NIEHS is a natural fit). EDA Planning and Local Technical Assistance — regional development framing. SBIR windows: April 1 and September 1 annually — the September window is the target for this work. Keep budget realistic and tied to actual program page ceilings.
A support letter for the Purdue Research Foundation Alliances inquiry, framed as a regional workforce-protection and economic-development pilot for Hammond.
Use these to keep the claims narrow, source-backed, and easy to hand off.
