# NWI EMF Pilot — Literature Chain

## What is established

EMF here means the broader non-ionizing category, including Wi-Fi, Bluetooth, and power systems. The pilot focus is narrower: ELF electric and magnetic fields are non-ionizing exposures, and the relevant target is ELF magnetic fields from power systems. Typical sources include power lines, household wiring, appliances, motors, and industrial electrical systems; UV and X-rays are different, ionizing categories. WHO describes ELF exposure in this way, and IARC classifies extremely low-frequency magnetic fields as **Group 2B: possibly carcinogenic to humans**.[^1][^2]

That is a **cancer-risk** signal, with the strongest epidemiologic concern in childhood leukemia. It is not proof of harm at any specific site, and it should not be stretched into symptom claims that the evidence cannot support.[^2]

## What is mixed or inconclusive

For low-frequency noise and infrasound, the literature is mixed. A systematic review in *Science of the Total Environment* (doi: 10.1016/j.scitotenv.2016.03.065) found associations with annoyance, sleep-related problems, concentration difficulties, and headache in some exposed populations, but the studies were heterogeneous and not causal proof.[^3]

Controlled experiments have also been null. A randomized double-blind crossover study in *Environmental Health Perspectives* (doi: 10.1289/EHP10757) found no detectable adverse effects from 72 hours of simulated wind-turbine infrasound in noise-sensitive, healthy adults compared with sham exposure.[^4]

So the defensible statement is: **there is enough signal to justify measurement, but not enough evidence to claim symptom causation.**

## Why Hammond now

Unilever operates the Hammond Dove Bar Soap Factory in Hammond, which gives the pilot a clear local business-and-workforce context.[^6]

## What the pilot tests

> Do measured ELF magnetic fields and low-frequency noise at Hammond small businesses near the new corridor line up with anonymous worker-reported fatigue, absenteeism, or task disruption?

That is a **baseline-and-correlation** question first. If a low-frequency acoustic component turns out to matter, phase-inverted mitigation remains an exploratory HYPOTHESIS only; it is not being presented as a proven treatment or product.

## Funding and implementation path

NIH SEED's SBIR/STTR program is a non-dilutive path for small-business health R&D.[^7] EDA's Planning and Local Technical Assistance program supports regional planning and economic development work.[^8]

**Measure first. Keep the claims narrow. Then decide whether there is a case for intervention or grant-scale expansion.**
