## The Core Finding

Every presidential election since 2000 has been decided by counties that are **neither red nor blue — they're purple**. The margin of victory in the 7 key states (WI, MI, PA, AZ, GA, NV, NC) has been consistently under 5% at the county level in the places that actually tipped the scales.

The "tipping point county" — the most marginal county that, if flipped, would flip the state — is consistently a **medium-population, mixed-ethnicity, suburban-rural interface** county.

## Tipping Point Counties by State

### WISCONSIN — Biden +0.63% (2020) | Trump +0.86% (2024)
**State winner flipped: D → R**

The 2020 Wisconsin election came down to roughly **20,600 votes**. The tipping point county was **Brown County** (Green Bay) — a genuinely purple county that went:
- 2016: Trump +5
- 2020: Biden +2
- 2024: Trump +6

Brown County has a diverse mix of white working-class voters, military families, and some suburban sprawl. It's the purest example of the "boomerang pivot" county — voters who went Trump in 2016 came back to Biden in 2020, then went back to Trump in 2024.

**Atlanta's purple crescent:** The I-285 perimeter counties (Cobb → Gwinnett → DeKalb → Fulton) contain 3.7 million people. Every one went blue, but the **margin compression in Cobb and Gwinnett** is the story. In 2020, these suburbs broke hard for Biden. In 2024, they came back toward Trump — but not all the way.

**The Chatham flip (Savannah):** Historically Savannah has been moderate D. In 2024 it flipped R — a warning sign for future purple county tracking.

**The Washoe flip:** Reno/Sparks going from D+3 to R+5 was the single county-level event that most predicted the 2024 NV result. The northern NV suburbs had been creeping toward Democrats since 2016. They snapped back hard to Republicans in 2024.

**Carson City as bellwether:** The state capital's reversal from D+5 to R+8 shows how even institutional/elected-official-heavy counties moved.

**Macomb County is the most famous swing county in America:** This is the epicenter of white working-class suburban voters. Obama won it by 9 points in 2008. Trump won it by 11 in 2016. Biden won it by 3 in 2020. Trump won it by 5 in 2024. It's a **pure pendulum** — and it moves large numbers of votes.

**House implications:**
- MI-7 (Washtenaw/Ann Arbor suburbs) — D+8, competitive
- MI-8 (Oakland/Macomb suburbs) — R+4 in 2024, lean competitive
- MI-10 (Macomb exurbs) — R+12, not competitive

### The Suburban Arc
Every major metro has a **suburban ring** where the math actually happens:
- **Atlanta arc:** Cobb → Gwinnett → Dekalb → Fulton
- **Phoenix arc:** Maricopa (the whole county is suburbanizing)
- **Detroit arc:** Oakland → Macomb → Wayne
- **Reno arc:** Washoe (the whole county is Washoe)

### The Boomerang Counties
These counties voted Obama → Trump → Biden → Trump in four consecutive elections. They're the reason elections flip:

## The 40% Angle

## Strategic Implications

1. **The swing is consistent but narrow** — 1-3 points separates winner from loser in most of these counties
2. **Turnout matters more than persuasion** — these counties have high independent turnout that both parties chase
3. **Ballot access = precinct-level presence** — every one of these counties had petition signature drives; the candidates who got on the ballot won
4. **The "deep purple" states are actually 7-10 counties** — targeting resources to these specific counties is 100x more efficient than statewide spending
5. **House races are won in the same purple counties** — the presidential math and the House math often converge in the same suburbs
