If two seams are close together and one is only a refinement of the other, I would keep the first label and nest the refinement under it when the refinement does not create a new operational path.
I would give the refinement its own label only when it changes action, orientation, or retrieval enough to matter later.
So the default is one parent label with a nested refinement, and a split only when the refinement becomes structurally useful on its own.
