# NWI ELF/EMF Occupational Health Baseline

## One-Page Summary

**The Problem:** The West Lake Corridor (electrified Monon Line) opened March 31, 2026, running through one of the most concentrated industrial corridors in the United States. **No baseline data exists** on occupational ELF/EMF exposure in this region.

**The Industrial Corridor:** The Hammond-Whiting-East Chicago corridor contains:
- **BP Whiting Refinery** (~3,500 workers) — largest refinery in Midwest
- **Cleveland-Cliffs** steel mills (~7,000 workers) — largest integrated steel in US
- **Unilever, Dover Chemical, Cargill** and numerous small businesses
- **Total workforce:** 15,000+ in direct proximity to corridor

**What We Propose:** A 60-day baseline assessment measuring ELF magnetic fields, infrasound, and worker-reported outcomes at 5–10 small businesses near the corridor.

**What We're NOT Doing:**
- Targeting any specific company
- Claiming EMF causes disease
- Seeking regulatory action

**What We ARE Doing:**
- Establishing baseline data (like Phase I environmental assessments)
- Measuring actual field levels
- Creating a regional dataset for future research

**The Ask:** SBDC letter of support for:
1. Purdue RF Alliance equipment access
2. SBIR Phase I application ($323,090 cap)
