## Scope and run selection

This run continues the Great Lakes pilot and does not expand globally. The preceding N05_E18 note already covered NOAA water levels, NOAA-GLERL surface-water temperature, the 1965 federal pollution report, and the 1968 Little Calumet planning study. To avoid duplication, this run selected the next unresolved path from that note: establish a modern machine-readable water-quality monitoring crosswalk and add a distinct mid-century local institutional/employment context source.

The fixed research unit remains the regular grid cell, not the full Calumet watershed, industrial corridor, or Lake County. All station and archival footprints below are retained with their geographic limits visible. No composite score or quadrant is assigned.

## Raw observations

### 1. Water Quality Portal station metadata

The U.S. EPA/USGS/National Water Quality Monitoring Council Water Quality Portal (WQP) exposes station metadata and sample-result downloads in machine-readable CSV form. The portal user guide documents `siteid` as the monitoring-location identifier and specifies the `AGENCY-STATION NUMBER` form for USGS sites.

Three USGS stations in Lake County, Indiana were queried with the WQP station endpoint and `mimeType=csv` on 2026-08-06:

The coordinates are point locations. They are not an area-weighted extraction for N05_E18. The WQP result endpoint returned a complete CSV header but no data rows for the exact station queries in this run. This is recorded as a retrieval outcome, not as evidence that the stations have no historical observations. The portal notes that its legacy WQX 2.2 interface does not contain USGS data added after 2024-03-11; the WQP beta/3.0 path is therefore a required follow-up for contemporary USGS coverage.

### 2. 1966 local historical and institutional record

The Internet Archive item **`reportsandpapersoflakecountyindiana`**, published in 1966 by the Lake County Public Library, is a 210-page compilation of historical papers and reports covering 1958–1966. The item metadata identifies the creator, publication date, collection, and OCR/PDF derivatives.

A source passage in the “History of Lake County” section, **OCR page 67 / printed page 67** (the PDF scan should be used for final visual verification), states:

- Dyer had three railroads by the early twentieth century: the Michigan Central/Joliet cutoff, the Monon, and the E.J.&E.;
- in 1915 a municipal water utility was established, supplied by a driven well, with recorded minimum service rates;
- after World War I, “the majority of workmen were employed by industries in the Calumet region”; and
- the text reports that the 1960 census put Dyer’s population “in excess of 4,000.”

These are observations about Dyer, not N05_E18 as a whole. The passage is a locally compiled historical account with retrospective narrative and an authorial/community perspective. It provides a dated institutional and labor-context lead, not a standardized population or employment series.

### 3. Additional Archive.org discovery: mid-century directory lead

Archive search also identified **Calumet district directory, 1958** (`calumet-district-directory-1958-images`) as a potentially useful primary local-network source covering Gary, Hammond, East Chicago, Dyer, Griffith, Highland, Munster, Schererville, Whiting, and nearby communities. This run did not extract pages or treat search-result summaries as evidence. It is recorded as a next-search item only.

## Source interpretation

The modern monitoring crosswalk establishes that relevant federal monitoring locations exist within the Lake County portion of the broader N05_E18 working area, including the Little Calumet, Grand Calumet, and Lake Michigan shoreline. It does not yet establish analyte values, trend direction, or cell-wide water quality because the exact WQP result downloads returned no rows in this run and the stations are point observations.

The 1966 local record independently adds a useful institutional bridge: transportation and municipal water infrastructure were present in Dyer, while the narrative links local workers to the wider Calumet industrial region. This supports a bounded interpretation of regional connectivity and labor-market integration, but not a claim that the entire regular cell had the same employment structure or that industrial employment was caused by water access.

Alternative explanations remain live: corporate siting, rail and port investment, labor migration, municipal incorporation, wartime demand, state and federal policy, and cross-boundary governance may explain the observed pattern as well as or better than a sector constraint mechanism.
